Default TOA Citations in footnotes - Word 2007

I am working on a Table of Authorities. On page 14 of my document there is a
footnote which has a citation within it, and I mark that citation as the full
cite because this is the first appearance of the case in my document. On page
25, this case is referred to in the body of the document and I mark it with
the short cite. When I update my TOA, the language of the full cite (on page
14) is in the TOA but only page 25 (the short cite) is listed for its
reference page. I know Word is seeing the first cite in my footnote because
that is where the full cite originates.

This has not been an issue in Word 2003, so something is different in 2007
-- but I can't find it. Can someone help me with this? I saw an earlier
post about a similar situation in a legal office, but there was no response
to that post the last time I checked.

Any help would be greatly appreciated !
