From the staggering amount of detail you gave us to work with let's try the
simple things first.

Has he / she got a computer?

If yes, is it plugged in, switched on and running an operating system?

If yes, do they have an email address set up and do you know what it is?

If yes do NOT include it here or they will not thank you, instead they will
be inundated with junk mail as you are about to discover yourself.

Can you send email to other people, presumably you have more than one
friend, but if not can you send email to your own email address?

If you can send to yourself and others then what goes wrong with this
particular friend? Please try to explain what happens different. If possible
quote the exact text of any error messages but if you can't then at least
mention the nature of the problem. There could be 100s of reasons for this.

the same thing for me I can't send or receive anything sine I have outlook
express...I don't understand..can you help me please..Thanks

You need to provide more details.

Are you getting any error messages?

Is this a mail account that was working and stopped working or is this
one that you are setting up in Outlook Express for the first time?

Outlook Express cannot not be used with free Hotmail accounts unless it
is one that you were using in Outlook Express several years ago when
dropped the support for free accounts.

If you are trying to use an account from your ISP then you need to
contact them for the setup instructions.
