Can Publisher 2007 be standalone or does the user need Office 2007

Default Can Publisher 2007 be standalone or does the user need Office 2007

We currently have Office 2000 on our computers. Recently we purchased Office
2007 Standard. One person needs Publisher 2007. Can the user use Publisher
2007 with Office 2000 or do they need to use Office 2007 to be compatible?

Please advise.
