I use Cox and have some friends that work there. Should this continue, be
assured I will take whatever steps I can.

Bruce

This person has used the names of Ken Blake and Malke among others. He seems to be
switching the names around in different groups that he posts in

Are you supporting an impersonator and all the damage that their posting
of misinformation does? It can be very destructive of trust and damage
the computers of those seeking assistance. This is a peer to peer group.
What is wrong with one member supporting another when they are being
abused?

Pointing out the rules and some of the consequences may help to persuade
the person to change their behaviour. That many choose to ignore these
warnings is not a reason for not making an attempt.

No...

I am certainly not doing anything to support such despicable persons.

Quite the contrary...

I condemn those who hide behind false names and who post misinformation in
these groups -- often switching identities at will.

Clearly someone is trying to do that here -- posing as Bruce Hagen, an
MS-MVP Outlook Express.
