Groove 2007 issue tracking permissions

I have a team trying to collaborate on a project using the "Issue Tracking"
tool. I have "Manager" access to the workspace, but most everyone else is a
"Participant".

I can create and edit issues that anyone else creates. But when I create an
issue, only Managers can edit them. Participants are prohibited from
modifying them.

This is a real problem for our collaboration model, as we need to have
members who are Participants be able to change status, owner, etc. Is there a
way we can do this, or do all members need to be Managers?

Not a direct response. I don't use Groove, but I have done some development
with Notes, a roughly similar product.

Are manager and participant the only roles users could have?

Is Groove's Issues Tracking tool form-based? If so, it may be a glitch in
the form that prevents participants from editing forms created by managers.

But the simplest solution very well could be for you to have TWO accounts:
one with manager role, and the other with participant role. You'd need to
CREATE new issues only using your participant role. Use the manager role
only for admin tasks.
