Default How to send Access 2000 report as editable from macro

I made a macro that sends a (Access 2000) report in .snp format via
email.
I would like the recipients to be bale to add comments to certain areas
of the report, but not other areas.
How can I do this without requiring all the recipients to buy software?

P.S. I also tried rtf format, which does allow editing, but of all
areas of the form.
