Default "not a valid Office Add-in" error message on start up

When I start my Outlook 2003 I get a message that "outbak.dll is not a valid
Office add-in."

how can I delete this .dll/add-in??

This dll is part of the MS Outlook backup addin, perhaps it wasnt installed
correctly?
