Default Line Numbering with evenly Spaced Lines

Is there any way to create line numbers such that the numbers are
uniformly spaced, even if the lines are not?

Default Line Numbering with evenly Spaced Lines

If the line numbers are not spaced corresponding to the lines then it won't
be very long until the numbers may appear on one page and the actual lines
the next or worse. What is it that you are really tyring to achieve with
line numbers?

Default Line Numbering with evenly Spaced Lines

The usual approach (seen in the old Pleading Wizard) is to put the numbers
in a text box anchored to the header.
