Default Footer displaying on first tab only

I've been creating header and footer information using the regular Header &
Footer dialog box. However, in some instances, the headers and footers
display for all the diagrams (pages) in my Visio file and in other instances
they display only for the first diagram (page) in my Visio file. I can't
figure out why they display all the time or only for the first page. Has
anyone experienced this before? Any idea what might be causing the
difference? Thanks!

Visio 2003
I cannot reproduce it.
Except for the background pages which have no headers nor footers.

I just discovered that it is possible and easier to add headers and footers
in the Print Preview.

If your problem does persist, publish the drawing to visguy.com.
