outlook doesn't work anymore on my pc...

when i want to open microsoft outlook, it doesn't work anymore...
translate into english, there's a message like "microsoft outlook
doesn't answer"
i don't know what to do, i've just have a new pc, and i wanted to
export files, but i just can't.
do someone know what could i do ?
isn't there a folder somewhere on my pc, in which are all my mail from
outlook ?

i have windows XP and i think the emails are all bundled
into the file Outlook.pst, which on my machine is in:
C:\Documents and Settings\ppaul\Local
Settings\Application Data\Microsoft\Outlook
