Install Solver for all users

Is there a way to have the Solver automatically be installed for all
users of Excel on a system? I'm running Windows 2000 Terminal
Services with mandatory profiles for users.

I've tried adding in the solver while using an account with man.
profile, but it gives me an error saying that the registry cannot be
accessed, and that it cannot find the solver.xla file. However, a
user that does not use a mandatory profile can add in the solver.

So, I'd really like to make Solver universal. Is there a way to do
that?
