Default Format cells in Excel 2003

I have column A with text & column B blank or with percentages. I would like
column A to be formated bold when column B is blank!

Example:

Now What I would like
A B A B
smith "Blank" smith(bold) "Blank"
mark 0% mark(norm) 0%

1. click on A1
2. Format Conditional Formating... Formula is =b1=""
3. pick Bold
4. copy this format down the column
