Default WORKBOOK INDEXING

I have a multipage workbook (40 pages) and want to set up an Index page.

I tried hyperlinking, but when I copy it for the following year's use, the
hyperlinks go back to the originating workbook. I've tried looking up
relative hyperlinks but I don't think that will work either.

I am currently using Excel 2003.

Any suggestions?

Could you not use the Index provided by XL ( right-click on the
navigation arrows next to the sheets tabs) ?
