Contacts not available

When I create a new message in outlook, I cannot see my
contacts if I press to: or any of the options. The
contacts do not show.
I already uninstalled Outlook and installed it again and
it doesn't work.
How can I correct this ?

You forgot to post your Outlook version so we can answer.
Just install and configure the Outlook Address Book Service and enable your
Contacts Folder as an email address book.
