Default my outlook will not set up my email address.

I cannot set up my email address in my pre installed window XP outlook.ehich
ever way I try to set up my address either hotmail or local iP supplier email
address, outlook just will not work.
All settings are correct even a computer techn, tried but still will not work.
What can I do?

Starting with the std isp mail addy any err msg would be good
