Default page numbers not showing up with same as previous

I have a document that was converted from multiple subdocuments into one main
document. I have page breaks at the end of every section (where the original
subdocs were) with the first page's header as a graphic. I am trying to get
each footer to display a small graphic and page numbers. This works for the
first half of the document but stops at one point and even using "same as
previous" or in the previous section using "from this point forward" will not
get the page numbers to appear. I can put them in manually but will have to
format the graphic and I know it should work but can't figure out how to
troubleshoot. Any help would be very much appreciated. Thanks.

This problem usually means you have some continuous section breaks
somewhere. Step through the pages of you document and watch the status bar -
it shows what section you're in, and I think you'll find that at some point
it skips a number of two. Very common is a continuous section break at the
end of a multi-column section (to balance the columns) followed immediately
by a new page section break.

Switch to View Normal -- the page breaks are displayed explicitly. You can
select, then View Headers and Footers, to fix the Same as Previous
settings.

It's possible that you're dealing with apples and oranges. If "Same as
Previous" is linking to, say, an Odd Page Footer or an Even Page Footer, and
you don't have a qualifying page in the previous section, it may be
difficult to access the footer in the previous section unless you insert
some temporary page breaks.
