It probably has something to do with how you migrated your original data
after reinstalling Outlook.
Anyway, start Outlook with the resettodobar switch and see if it works now;
Start- Run; outlook.exe /resettodobar

Followed your advice, I am using Vista so went to Start-Accessories-Run then
typed in the command you gave but the error message said that it could not be
found.

Sounds like you did not include the space between "outlook.exe" and
"/resettodobar"

I still have a problem with Outlook 2007 displaying tasks and reminders. I
have recently done a re-install and once again carried out the run command
you gave but I still see nothing in the bottom section of the To Do side bar
and I continue to get an error message stating there is a problem with my
reminders and that one or more cannot be read.
