Default Outlook 2003 - Fails to run - "resource 'UserData' does not exist"

Hi all,

A few others have had similar problems upgrading from Office XP to Office
2003 using GPO.
I have a solution - but am looking for a better one...

Here's the set-up:

Win XP Pro SP2 + patches.
Currently Office XP SP3 installed with GPO from patched AIP.
Moving to Office 2003 with no patches installed with GPO from AIP (and
subsequently patched using WSUS).

When I update to Office 2003 by removing rights to Office XP GPO and
allowing right to Office 2003 GPO, the following occurs:

- Office XP uninstalls at first reboot
- Office 2003 installs at first reboot

When I run the applications, they all work fine except Outlook 2003. They
all show the Windows Installer progress as going up, but only Outlook then
rolls back. It then fails.

The Event Log shows:

EVENT 1004:
Detection of product '{90120409-6000-11D3-8CFE-0150048383C9}', feature
'OutlookUserData', component '{8ADD2C9C-C8B7-11D1-9C67-0000F81F1B38}'
failed. The resource
'HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\ Outlook\UserData' does not
exist.


Then:

EVENT 11729:
Product: Microsoft Office Standard Edition 2003 -- Configuration failed.



One particular user I am working with is not a local administrator. They are
a Power User.
Some users get this problem, others don't. I can't see a link about who gets
the problem. It never happens on my test box, no matter how many times I log
in with a test user, install/uninstall Office XP and 2003.
Running Outlook for a new user on the same machine works fine.
Deleting the user profile clears the problem (and annoys the user).
Also - exporting the Software\Microsoft Office\11.0\Outlook hive from the
Default User profile, doing a find/replace to change it to KEY_CURRENT_USER
and importing it also fixes the problem. But it's a bit untidy and requires
user intervention. I'm reluctant to drop the reg file into the GPO because I
don't know what bit needs fixing, and I'm overwriting loads of stuff.

Any thoughts anyone?
