Default Text wrap setting in two column document

How do I set text wrap in a two column document so that the left column fills
completely before the test starts to go into the right column? Sometimes
this happens; sometimes the two columns are "balanced" with equal amounts of
text with neithe column filling the page from top to bottom.

Default Text wrap setting in two column document

The text will wrap by default if the multi-column section ends in a
Continuous section break. If the section break is not necessary, you can
remove it. Otherwise, you need to enable the Compatibility Option (Tools |
Options | Compatibility) "Don't balance columns for Continuous section
starts."

If the two-column text ends with a Continuous section break, the
default is to balance the columns above the break. To turn this off in
Word 2003 or earlier, go to Tools Options Compatibility and check
the box for "Don't balance columns for Continuous section starts". To
find this option in Word 2007, go to Office button Word Options
Advanced, scroll to the bottom and click Layout Options.
