Default Excel Conditional Formatting and Blank Cells

I would like to apply conditional formatting to a cell that has three
possible values: zero, greater than zero, or blank. The first two are
easy. How do I create a condition that traps a blank cell?

Thank you. I didn't know that I could put an equal sign in the value
field. I had just tried entering two quotes which ended up looking
for the string double quote.
