Default how do I turn on the voice in excel?

In class we were shown that excel has an audio feature. You point to a cell
and a voice tells you what is in the cell. This feature is in the 2007
version of excel. I want to know how to turn it on Please

EXCEL 2007

Look at item number 11.

If you follow the instructions in Sheet1 (they are numbered steps from 1 to
15) EXCEL will talk to you.
