Default Visio 2000 Protection Doesn't Work

I protected a Visio 2000 doc, but it didn't work. The
document explorer even said the document was protected.
Other people could edit & save (not just save as, but save
it without changing its name). I followed the procedures
outlined in the help:

Choose View Windows Drawing Explorer.
Right-click the drawing icon, and then choose Protect
Document.
Check the items that you want to protect.
Tell me about these options
If you want specific people to be able to bypass the
protection settings, type a password. The password is not
visible after you close the dialog box, so be sure to
memorize it or write it down.
Click OK.

I'm not sure whether protection is working or not working in Visio 2000. I
can say that it is not very secure. The password is easily discoverable by
analyzing the Visio data file. Don't rely on this feature for securing your
drawing information.
