Default I get file conversion when I double click on a jpg.

When I double click on any jpg, it used to display the picture but now since
I have upgraged to Microsoft Word 2007, all I get is a file conversion that
asks me to select the encoding to make it readable. How can I fix this.

Default I get file conversion when I double click on a jpg.

Double click it from where? If you mean from the filing system, the file
association for jpg has gone awry. This is not directly attributable to Word
2007. Instead of double clicking, right click and choose 'Open with ...'
Browse to the application you want to use to open jpg files and check the
box against always open with this application.

Default I get file conversion when I double click on a jpg.

Also, if "questions & answers" is trying to double-click a JPEG within Word
(in Word's Open window), then Word will assume it is a Word-readable
document and will indeed give the conversion dialog. To use pictures in
Word, one must use Insert | Picture. To *open* picture files (in photo
editing software, for example), one must either start from Windows Explorer
(My Computer) or, as you say, right-click on the image file in Word's Open
window and use Open With.
