Default MS Office licensing probelm in Citrix

If my client's company has 25 user which will use on Citrix (also 25
concurrent user in Citrix), they all have a MS Office license on their
desktop which half of them is using MS Office 2000 and half of them is using
MS Office 2003 - that means one license per seat. And, they will publish MS
Office 2007 in the Citrix server, so, is this license combination legal with
Microsoft's licensing scheme?
