How can I use email stationary that was designed forme (HMTL) without having
Themes installed?

If I'm not mistaken, Outlook and Outlook Express have shared the same
stationery folder for quite some time. You could try putting your creation
in:

C:\Program Files\Common Files\Microsoft Shared\Stationery

To see if your version of Microsoft Outlook picks it up.
