Default Pop3 mail downloaded when users not logged in

I am looking for reason why outlook maintains connection with external pop3
server, down loading user's emails, when the users is logged off their PC. I
have seen this on winxp pro/office 2003 and with Vista Business/office 2007.

Our users use webmail interface when not in offices and find the mail not on
the server but already downloaded to their PC. I have confirmed users are
logged off not just locked desktop.
