Outlook e-mail access to msn/hotmail

Hello- I have a Premier MSN account through Verizon. Windows XP running
Office/outlook 2003. I have been trying to set up my outlook to access my MSN
or Hotmail account. I go through the setup process and hit Send/recieve. It
displays my MSN mail. All is good till I shut off Outlooks and restart.I can
not access my MSN or Hotmail account till I go in and restup my e-mail
accounts. whenI hit send /recieve I some times get en error fo MSN saying the
server is not available even though I can go into my account via MSN
websites with no problem. Other times i hit Send/Recieve and it seems like
all tasks are completed but no MSN mail. I had this working fine previously
but I recently had to wipe out mt HD and reinstall all software due to a
virus problem.
I must be missing a setting or something. Any ideas?
