"Send To" function not working

Morning.
When I open Windows Explorer, select a file I want to send, right-click on
that file, select "Send ToMail Recipient", a message window does NOT come
up. The same problem when I'm in Internet Explorer; I go FileSendLink by
email, and nothing happens.
I've been to the Microsoft site, gotten their instructions and followed
those instructions to the letter, including the REGEDIT part. Still doesn't
work.
This is a function I like use quite a bit, so if you have a solution I'd
sure appreciate it.
