How do I type text into a scanned picture or text file?

It can be done a couple of different ways. May I ask what your end purpose
is? Some ways are better/more appropriate than others depending on what
you're trying to do.

Default Typing int a scanned document

Put the scanned image on the Master Page (ctrl+m), use text boxes on the
publication page for the fill-ins.

I want to change some of the text on an existing postcard that includes
pictures so I can use it.

Default Typing int a scanned document

Your scanner will not separate the picture from the text and make that text
editable. You'll need a photo editing program, not Publisher to get rid of
the existing text. If I were doing that, I'd then use that same program to
add whatever text I wanted. I see no reason to get Publisher involved in
that job.
