Default Send e-mails from OUTBOX

Is there a setting to automatically send e-mails from OUTBOX? One of my
programs creates e-mails and transfers them to the OUTBOX in Outook. But
they stay there until I manually press the send-receive option

Do you have Outlook running at the time of sending?
