Nesting a nested function with {..}

How do brackets nesting a formula affect the formula?

Working on someonelese's spreadsheet found a nested series of IF statements that start and end with brackets {...}. The formula works fine as long I don't touch it. If I try to edit it, the brackets disappear and the formula no longer works. How do I edit such formula and restore the brackets that apparently make it work.
