Generating simple web sites was a great feature in Publisher. Why did they
remove it? I can't even find any installed templates for a Web page now.

I heard a rumor that you weren't going to be able to create websites with
Publisher. HOWEVER I have only just installed it and haven't had the time to
check that out.

Seems it's not a rumor or at least completely untrue.

Creating new web sites and web publications is being deprecated as a
feature. Publisher 2010 retains the ability to edit old Web publications
created in previous versions of Publisher. If you open an existing Web
publication a new Web Tools tab will become available with Wed publication
tools. There will also no longer be Web templates available in the Template
Gallery.
