How do I design a report in Access that looks like a spreadsheet format?

That would take quite a bit of work, since Access is a relational database.

Have you considered exporting the data to Excel instead of formatting Access
to look like Excel?

This all depends on the OP's definition of "looks like a spreadsheet format".
