Default No Scroll Bars

I was trying to choose only vertical scroll bars on my main form and 2
subforms. All scroll bars disappeared. So I set everything back to scroll
bars "Both". But they are not coming back.
Is this a bug?

Default No Scroll Bars

Scroll bars appear when "allowed" only if you have enough data that requires
their availability. If you have an empty form (or no data), they won't show.

You are absolutely right, what threw me, was that even when it set
everything back to "both", it still did not show.
