Default Relative Cell Reference when recording macros

Once upon a time, I would get a little box when recording macros and I could click on it to tell it "absolute" or "relative" but now it doesn't show up and I can't figure out how to bring it back out again.

Desired actions:
F2
HOME
Ctrl v
ENTER
(moves to next cell)

repeat when the macro is called

Record a macro while doing viewtoolbars and then select stop recording
toolbar,
then stop the recording. From now on it should be back

And DON'T close it while recording or when you want to stop recoding by
hitting the "X" or you will lose it again.
