Default Could Not Update; Currently Locked

I have a 2000 database. It has a Front end and Back end (tables only). There
are generally 5 to 8 simultaneous users. Advanced Options set to No Locks and
Record Level Locking. There is no security.

Recently, we have been getting "Could Not Update; Currently Locked" messages
internittently when users try to enter a new record using a form. They go
away in 2 to 10 minutes. Everything else (reports and queries) have no issues.

This database has functioned properly for about 1 year. The issue started a
few weeks ago. Compact and repair did not help.

Any idea where to begin? I have searched previous posts and most suggest
database splitting but, in this case, that was done long ago.
