Default HTML Insert Options Grayed

Try clicking first on the Format/Rich Text (HTML) option in the Compose
Message Window. It's normal for those options you mention to be 'greyed
out' while preparing a Plain Text message. You need to reset your options
for sending mail correctly.

Thanks Jim, but I am in an HTML (RTF) message. Like so:
1. Open OE
2. Click on Create Mail button
3. In new msg., click on Format and change to HTML (RTF)
4. Address msg.
5. Enter a Subject
6. Click in body of msg.
7. Enter a few lines of text
8. Now I want to Insert a Picture, so in the top Tool Bar, I click on =
Insert ,,,,,,,,, cannot Insert picture because all the Insert options =
are grayed out.

Are you using a stationery template? I've not seen a similar problem unless
you are using a template that is somehow interfering. Do you have the
option set in Tools/Options/Send, Mail section, HTML settings button to
include pictures with messages? (though that does not seem to affect the
greying out). I'd first create a new identity, switch to it and test it
after setting it up to send HTML messages. It's possible you have some
registry corruption for your existing identity. If that does not fix it,
then try the following.

Might want to try a reinstall using method 2 (which works for earlier
systems except Windows 95) as outlined in this article, ensuring that any
antivirus program you have installed is shut down before beginning the
reinstall to prevent a corrupted install:
