I didn't post this anywhere else, I am not sure what other post you have
read.
I have read some other questions about this KB article, but couldn't finy
any which answers this question.

The problem is that only the English version shows the 2 downloads, while
the other languages (French, German, Italian etc..) show only one,
Microsoft Office XP Web Components 2003.
Therefore at a first look, the issue seems to be with the English article.
