Which version of Outlook are you using?
Which mail account type are you using?

These issues are usually caused by an add-in that you have installed.

Do you have a virus scanner installed which integrates itself with Outlook?
Uninstall this integration part of your virus scanner and try again; you
would
still be sufficiently protected by your on-access scanner part of the virus
scanner. For more details see;

To troubleshoot other add-ins, you can disable them all and see if it works
now. If so, you can enable them one-by-one to find the culprit.
