Default 2 spot colors only

According to the help file, I want to choose two
spot colors...


Read your help file again! What you want is NOT 2 spot colors. For some
reason Microsoft doesn't think that black is a color (???). It is always
black PLUS spot colors. You need to select black plus 1 spot color.

From Publisher 2002 Help ~

...black is automatically included in spot
color printing....


.... If you choose black plus one spot color,
Publisher converts all colors except for black in your
publication to tints of the spot color....

that exactly match spot color 2 to 100 percent of that
color. All other colors in the publication change to
tints of spot color 1. You can, however, fill selected
objects or text with spot color 2.
