If you are creating 2003 templates, you should create them in 2003. Saving a
2007 file as 97-2003 format screws up the color schemes (there are more
colors in the basic color scheme in 2007 than in 2003). It also screws up
the slide masters in 2003. Usually you end up with a whole bunch of
different masters, but no Title Slide Layout.
At the very least, you need to open the file in 2003 and tweak those things,
especially.
