Default Outlook 2003 Receiving Plain Text Despite Setting HTML

On my wife's pc (identical) she doesn't. If you send HTML to her it is
interpreted as Plain Text. I have tried every setting, and option,
reinstalled and the effect is the same. I spent several hours comparing

settings to her to no avail. The only difference is that I have removed

OE.
She would kill me so I can't do that when Outlook 2003 isn't working

properly.
So I have taken Outlook 2003 off my wife's PC. However now she is still

not
receiving HTML files from me.

My question to the group here is ... have you ever seen this and can

anyone
think why? What registry settings(s) controls receive as plain text ?

I am
using Windows XP, IE 6, Outlook 2003 POP3 account for receiving ... SMTP

for
sending.

What I have already done

1) configured automatic downloads to allow HTML in the security settings

2) set internet security option

3) checked my contact book for my wife to see if I have it specified for

plain
text mail ... can't find that setting - note if I send to her with HTML

and and
embedded picture it is not seen as HTML (pretty sure it was ok with us

both
using OE)
