They are all VL versions that individuals purchase through the HUP

Don't be silly. If it is VL then clearly it requires no activation but
some Enterprise versions requires activation. The exception is one that
is used by corporates and Universities that have "true" VL.

Enterprise were sold as VL as well as "retail" and the OP MUST have
retail version that requires activation.
