I've already done all of that. I suppose I'll just have to insert a page
break when the section ends on an odd page and make sure my sections end on
an even page

What may help, if you haven't already done it, is to enable both "Mirror
margins" and "Different odd and even" headers and footers. This will
confirm
to Word that you are duplexing and may alleviate the situation, though I
don't guarantee anything.

The only thing I didn't mention is that I have a TC filed inserted at
