Both users are on the same version of Outlook 2003.

They both have the same IMAGE of an IBM laptop, and they both have the same
International settings.

Sounds like a disagreement in the Windows encoding used. The sender and
receiver should compare their settings in ToolsOptionsMail FormatFonts
and International Options.
