How do I create a default background colour

In earlier versions this was done by ToolsOptionsGeneral and selecting the
colouyr and this remained the default colour. Am able to open a blue
background in Word 2010 but not able to make it the default colour so that it
opens in blue automatically.

Also Envelops - how can the return address be made the default address
