Default Expected results with OEQB restore?

Does it work the same even if you move the OEQB backed up file from an old
pc to a new pc and do the restore there?

If you look at that referenced page, what restoring does is to merge the
registry keys and then overwrite existing dbx files with the same name. It
does not delete the existing files, if they have a different name.

Your accounts are preserved, but you will likely have to reintroduce the
passwords.
