Default Outllok won't dial the 9 prefix

If so, it's never been reported.
Outlook simply invokes the Windows dialer and the system's dialing rules.

It's an outlook problem, dialler does exactly what outlok tells it to
do,

An Office update wouldn't touch that.

My system is set to add a 9 before dialling an outside line on
Office/Outlook XP. This worked fine for months but I hav just updated
my PC with all the latest fixes, including Office SP3 and my machine
no longer adds the 9, which means all my calls that start with a 0 go
straight to our switchboard operators, who are getting very fed up
with me!

Is this another known SP3 bug?
