Default Locking row height when creating a form

Place the form field inside a (border-less) table cell whose height is set
to an exact amount: Click Table | Table Properties, Row tab. Check the
"Specify height" option. For "Row height is," choose "Exactly," and then
type the desired value.

width but not the row height. When someone types in to the form field it
automatically moves the row downwards to make space for the text. I've
