MS Fax has not existed since Windows 95/98. You are using Windows XP Fax and
the information I posted will answer your question.

The way I have been faxing using outlook is to start a new message to a
contact, select their fax number as the address. and drag and drop
whatever
file (except jpegs) I want to fax them into the "Untitled Message" window.

Yesterday I forgot that MS fax could not fax jpg images and attempted
